Incubation period is 24 - 48h, so it is rediculous to only deny access to planes to those that are already feeling ill.

But really, even in the first day (that the mexican goverment made it public) it was already too late.

Under ‘normal’ circumstances about 30% of the world population will get ill.

No, not at all. But in the game Pandemic, where you play a virus/bacteria/parasite trying to wipe out the human race, the smaller island countries tended to close their ports immediately as soon as you started spreading game, making the game unwinnable.
