How about (almost) neither.
HTML 5 video tags with Flash (or Cortado at a stretch) backup would seem to be the way forward at the moment, and there’s a few players out there to do this automatically now, though it’s not that difficult.
Or, given the overheads, just allow embedding from elsewhere.
