I developed cards game using java (war game for two players).
I would like to submit this game as a free open source game (including the source code).
how I do it ?

You can post it in the WIP section if it is still being developed or in the Showcase section if it is finished.

For hosting you could use a site such as BitBucket or Github to host your code + executable, or Dropbox.

This board is for sharing pieces of code, and not for asking where to store it. I would recommend GitHub.
