I believe that was mentioned in the official rules - sorry, I left the PDF in my other trousers…

Something about being playable but not necessarily polished, wasn’t it?

Incomplete Games in various stages of completion
are eligible for the Contest, but at minimum, one
level of the Game must be complete and fully
playable. All Games must be in a “beta” state or
better. That is, the Games must be feature-complete
as quality will also be a judging criteria.
