The problem is that my university blocks IP URL headers.
Currently URL is:
“http://192.18.37.44/forums/index.php”
URL that would work:
“http://javagames.net/forums/index.php”

I think you really really should kick the ass of your uni admins, though. It’s outrageous that they block IP URLs. Perhaps just go through a public HTTP proxy? That would presumably work perfectly?
Okay, looks like our real DNS will take a while to set up. In the meantime, try the following URL to access JGO:
http://javagaming.dyndns.org/forums/index.php
I don’t guarantee it’ll be around forever, but it should help those on networks with excessively draconian admins 
Edit: Ah, what a shame. The forum software is rewriting all URLs to the IP address, not using links to the apparent website root. Well, for the first click you should be okay, so without suggesting you manually construct all URLs, this is probably the best I can do:
