bah, My drivers only allow me to specify vsync for opengl applications, not directX 
(and even then, there is no ‘always on’ option, only ‘always off’, ‘default to off’, and ‘default to on’)
Can you have a try at getting a vsync’ed windowed Java app. Java Cool Dude.

I reinstalled jre1.4.2 and now it works perfect…
It may differ between versions of windows, but here its something like:
Control Panel->System->Advanced tab->Startup and recovery.
