Norfolk <3 so much better than back in Wisconsin. Our cable company literally capped us at 100-ish-Kb/Second, there were days I’d purposfully would pause downloads briefly so I could watch it get up to 200Kb/S then slowly drift down to 100 when their traffic shaper realized what was happening.

It’s a measurement of latency, though in terms of the speedtest site, it doesn’t usually say much at all. Ping time is the amount of time it takes to send data to the other end and back (think of a sonar going “ping”). The more routers you have to cross, the more overhead they’ll add and the higher your ping gets. A high ping time tends to mean the network is overloaded as routers or the other end queue up packets.
